An 18-member delegation from various JLOS Institutions is in Cook County, Chicago, USA, for a week-long visit to acquaint themselves with best practice approaches in the implementation of ICT in public service delivery - and specifically information systems integration. 

The delegation was led by the Minister of Justice and Constitutional Affairs, Hon Kahinda Otafiire.

The Judiciary was represented by the Principal Judge, Hon. Justice Dr Yorokamu Bamwine, and Judge in charge of Projects, Hon. Justice Gadenya Paul Wolimbwa.

The team visited AST - Cook County's systems integration partner where the need for well-established structure that coordinates integration across institutions in the sector was emphasized.  

It was also pointed out that the first critical step in rolling out an integration program was to carry out an assessment of the current state as a basis for mapping out a strategy, roadmap and action.

The delegation were also able to assess how the law enforcement is leveraging technology and integrated data to improve policing, maintenance of law and order and improving public safety. 

Here, the team was able to learn the benefits of leveraging integrated data and technologies across the justice system to improve operations and provide decision support.

The Minister led the team to Cook County headquarters for an in-depth discussion on how they have implemented integrated information systems in their criminal justice system.

Cook  county succeeded in its  systems  integration  efforts  because  of well established structures  such  as  the Cook County Integrated Justice  Information Systems (CCICJIS) Committee -an inter-agency body coordinated by the office  of  the clerk of the circuit court of  cook  county.

The Justice,  Law and Order Sector has actually  modeled its systems  integration governance structure on  the Cook  County  model  through the establishment  of  the JIISC.
